KEY OBJECTIVES

 

  • Contributes to operations and production engineering support to safe, efficient production operations in the Malaysia related to mechanical scope.
  • Maintaining facilities integrity through timely and appropriate implementation of equipment planned preventive maintenance activities.
  • Ensure that implementation of all equipment planned preventive maintenance activities are identified and competed on schedule.
  • Ensuring that rotating and/or static mechanical equipment maintenance service provider fulfills their contractual deliverables, on time and within budget.
  • Ensures all non-planned events and the cost of unreliability are captured and analyzed for improvement opportunities.
  • Identifies rotating and/or static equipment impact on changing operations on facility and equipment availability and equipment reliability. These impacts are proactively identified, assessed, and approved corrective actions to mitigate impact are         
  • implemented to completion.
  • Establish quality and technical specifications and procedures related to all maintenance and repair activities, for use by both internal and external maintenance technicians and engineers.
  • Ensure all mechanical areas are complies with the regulatory standard and adhere best practice.
  • Ensure that all work performed by the Business Partners (BP) are safe to operate, technically sound, installed in accordance with approved design, codes, and specifications to the highest quality.
  • Ensure the works are done as per approved workpack, and approved Work-order-proposal (WOP) in term of manpower planning, equipment, work schedule.
  • To coordinate with Company site operations representative and other contractors on construction related issue to expedite the work delivery and resolve any issues on timely manner.

 

PRINCIPAL ACCOUNTABILITIES

 

  • Ensure rotating and/or static and associated safety devices are identified, and routinely tested, and preventive maintenance performed as defined in SAP.
  • Provide discipline support as Investigation Team member for investigation of rotating and static and related equipment incidents or breakdown.
  • Co-ordinates and lead Maintenance crews to provide:
    1. Full site technical services to Operations and Maintenance to ensure safe and efficient continued hydrocarbon production.
    2. Technical services guidance to Operations and Maintenance.
    3. Operations commissioning, startup, and operational readiness support after unit outages and MOC activity.
  • Liaise with offshore and onshore management, support groups and Project, ensuring good communication levels are maintained and provide operations input into all phases of the Sarawak and Sabah operations.
  • Conversant with all relevant safety codes and operating procedures ensuring that these are followed and improved to ensure that the safety of all operations is maintained.
  • In conjunction with onshore support groups provide discipline input in planning and coordinating all major activities including:
    1. Startup and commissioning
    2. Planned shutdowns
    3. Programmed maintenance
    4. Breakdown recovery
  • When requested, provide input for simultaneous operations and their impact on the integrity of the field facilities ensuring procedures are in place to action and respond effectively to any situation
  • Main tasks:
    1. Perform data gathering/validation required for RBI Assessment on PSV/PVSV/PRV.
    2. Perform RBI Assessment based on existing and new field data collected on PSV/PVSV/PRV.
    3. Determine inspection/recertification interval (in accordance with API standards, e.g., API 580 / 581) and Company RBI policy, and to discuss/consult with SME where necessary.
    4. Manage PSV/PVSV/PRV live database for Company, e.g., valve specifications and status/condition at site based on servicing/recertification history.
    5. Upload/enter data into GE APM and SAP (CMMS) from field recertification and related maintenance activities.
    6. Manage procurement of spares & services, and spares inventory related to PSV/PVSV/PRV.
    7. Manage e-deviation related to PSV/PVSV/PRV.
    8. Assist SME on continuous improvement of the RBI Program, procedures and processes, audits, etc., related to PSV/PVSV/PRV.
  1. KEY AUTHORITIES

 

  • As Engineer, Mechanical, free to act within the authorities granted by the Head of Maintenance Engineering & Reliability
  • Ensure all activities under his/her purview comply with all COMPANY, PETRONAS, and Government statutory requirements and regulations as guided by COMPANY Regulatory Department.

 

  1. SAFETY RESPONSIBILITIES

 

  • Shared responsibility for the health, safety, and welfare of all persons at the operations Site, including staff, contractors, and visitors and for local environmental compliance.
  • As a site management team representative, ensure high personal visibility in safety programs
  • Ensuring that the operations and activities are performed in accordance with the applicable Management System, COMPANY Policies, Procedures, work instructions and regulatory requirements.
  • Motivate, consult with, and ensure the participation of the Maintenance team and visiting contractors, in the ongoing development and implementation of safety at the workplace.
  • Ensure that all contractors and vendors who perform standard and specialist work in the field are made aware of their responsibilities for managing health, safety, and emergency response.
  • Ensure regular inspections and all maintenance requirements are performed on static and rotating mechanical equipment.

 

  1. WORKING RELATIONSHIP

 

  • Operations & Maintenance, Maintenance Superintendents, Maintenance Planning, Production Superintendents, Production Supervisors, Maintenance Planners, Warehouse, Logistics, and Material Coordinators.
  • Various discipline within Maintenance Engineering & Reliability i.e., Electrical, Instrument, Electrical & Instrument Integrity, Metering, Telecommunications, Rotating. And within section i.e., Contracts, Systems, Subsea, Asset Integrity.
  • Facility Engineers, Production Engineers, Operations Engineers, Project Engineers.
  • On site short-term contract and technical staff and all relevant visitors.
  • Maintain good relations with personnel at/on all facilities and BTU/KL office.
  • Compliance with COMPANY Code of Ethics at all times when interfacing with vendors/service providers.

 

  1. QUALIFICATIONS AND EXPERIENCE

 

Mandatory

  •  Possess an Engineering Degree with a minimum of 5 years’ experience in Rotating and/or Static mechanical equipment in hydrocarbon production industry environment.
  • Relevant previous employment history in engineering & maintenance in Cranes, Lifeboats, or Pressure Safety Valves.
  • Experience in reciprocating/screw equipment including overhaul and running hours strategies.
  • Experience in Risk Based Inspection (RBI) for PSV and reliability processes i.e., RCM, FMECA and Incident Investigation including RCFA. Knowledge of OSRMS.
  • Familiar with engine/turbine/pumps operations.
  • Computer literate.
  • As a team player, demonstrate strong personal and interpersonal skills with flexibility to meet the fluctuating needs of operations support in a demanding environment.
  • Must be a team player and capable of communicating technical issues across all other disciplines.
  • Fluent in English both written and spoken.
  • Valid BOSET / HUET training (if don’t possess, training shall be provided later).
  • Valid AME Medical.
